It was an increase of 23% over the past decade while the overall U.S. population grew 7% over the last decade. In Frederick County, Hispanics account for 10.5% of the overall population right after the 10.7% for Black of African-American population. In Frederick City, the Hispanic population is 17.8% of the overall population and the Black or African - American population is 19.2% of the population.49 • The American family continues to change. A growing number of parents are unmarried. The shifts in composition over more than five decades have shown a decline. In 1960, 85 percent of all households contained families.
